Five Principles

Vice President Kamala Harris outlined the United States' stance on the Gaza conflict during her high-level meetings with leaders from the UAE, Jordan, and Egypt in Dubai. Emphasizing the "Five Principles for Post-Conflict Gaza," she advocated for no forcible displacement, reoccupation, siege or blockade, reduction in territory, and the prevention of Gaza's use as a platform for terrorism. Harris underscored the significance of a unified Gaza and West Bank under the Palestinian authority.

Simultaneously, she acknowledged the U.S. belief in Israel's right to self-defense, maintaining a steadfast conviction in that regard. However, Harris noted a subtle shift in the U.S. position concerning the ongoing conflict, stating that President Biden and herself have consistently conveyed to the Israeli government, both publicly and privately, that the manner in which Israel defends itself is crucial. The United States unequivocally insists on the respect for international humanitarian law, expressing concern over the substantial civilian casualties among Palestinians and the distressing images and videos emerging from Gaza.

Highlighting the urgency of ending the conflict, Harris stressed the need for Israel to take additional measures to protect innocent civilians while pursuing its military objectives. She expressed a collective desire to hasten efforts toward building a lasting peace, emphasizing the importance of planning for post-conflict scenarios to ensure both Israeli and Palestinian security.
